Inventory completeness is not policy-audit completeness. Missing evidence is unscored. Party platforms are not imputed to individuals.

Position and record comparison

Xavier Becerra and Steve Hilton are the November top-two candidates. Becerra’s former HHS and state attorney-general work is relevant record context; Hilton’s campaign must be assessed on its current state proposals. California’s official general-election guide records no submitted candidate statement from either; that is not proof they have no platform.

US Populists assessment

Do not import primary candidates into the November field or score absence of a guide statement as absence of policy. Verify housing, insurance, budget, energy, and emergency-management mechanisms from campaign documents and official records. Becerra’s biography does not establish every claim about agency outcomes.
